The Baltic Innovation Fund (BIF) is an innovative investment initiative in the Baltic States that was established to improve the availability of private and risk capital to Baltic enterprises.

  • The total amount of financing is EUR 130 million, of which EUR 26 million is invested by Latvia.

  • The Fund is managed by the European Investment Fund (EIF).

  • The Fund finances and administers risk capital and start-up capital funds that enable early-stage and growth-stage risk capital investments in the Baltic States for small and medium-sized enterprises.

  • The financing provides an opportunity of development for enterprises with great growth potential and for innovative enterprises in which traditional investors do not want to invest due to high risk factors.

  • The amount of risk capital investments financed by the Fund in one enterprise can be from EUR 3 million to EUR 15 million.

  • The venture capital investment term is up to 5 years.

  • The investor becomes the business partner of the enterprise with whom the enterprise shares risks and revenues and who provides the enterprise with experience, knowledge and access to a large network of contacts and experts to facilitate the increase of turnover, profitability and value of the enterprise.

  • The investment of risk capital is made to promote an increase in the enterprise’s value, financing its more rapid growth and development.

  • The Fund operates on the basis of the management contract of the Baltic Innovations Fund that was concluded on 26 September 2012 between the European Investment Fund and the national development financing authorities of Latvia, Lithuania and Estonia.
