To promote business growth in Latvia’s eastern border region, companies operating in Augšdaugava, Alūksne, Balvi, Krāslava and Ludza municipalities can receive an ALTUM loan with a 0% interest rate (without EURIBOR) until 1 January 2029.
The offer is available to businesses located in municipalities that, according to data from the Central Statistical Bureau of Latvia, have the lowest GDP per capita in the country and at the same time border the external border of Latvia and the European Union with Russia or Belarus.
The offer applies to new loan applications submitted by 30 June 2027, while the 0% interest period will remain available until the beginning of 2029. Starting from 2029 the interest rate will be applied according to the price list of the specific pricelist.
Loans are available for a wide range of business needs, including investments, business expansion projects, service industry activities and working capital financing, including for farmers.
Eligible applicants:
- Companies whose production facility, place of business or agricultural land is located in one of the eligible municipalities;
- Service providers whose registered office in the relevant municipality was established by 1 May 2026;
- Newly established companies registered in one of the eligible municipalities.

The offer is available subject to the applicable de minimis aid limits or other state aid intensity limits applicable to the respective support programme.
The offer cannot be used if:
projects receiving other public funding (cumulation projects) from institutions such as the Rural Support Service, the Investment and Development Agency of Latvia or other public funding sources
loans for the purchase of agricultural land
