Submission of applications is closed.
As the full amount of funding available for both high-readiness and low-readiness projects has been reserved through applications submitted during the first two months of the programme, the acceptance of new applications has been suspended.

All applicants have been notified via the Mans Altum system whether funding has been reserved for their projects or their applications have been placed on the waiting list.
The programme is implemented in accordance with Cabinet Regulation No. 20, “Regulations Regarding the Implementation of the Second Round of Measure 2.1.1.3 ‘Use of Renewable Energy Sources and Improvement of Energy Efficiency in District Heating and Cooling’ under Specific Objective 2.1.1 ‘Promoting Energy Efficiency and Reducing Greenhouse Gas Emissions’ of the European Union Cohesion Policy Programme 2021–2027”.
The total funding available for the implementation of the programme from the European Regional Development Fund and the state budget is EUR 49.8 million, allocated as follows:
20% for low-readiness projects which, at the time of submitting the application for support:
- Have no technical documentation or only partially completed technical documentation required for project implementation; and
- Request support for the preparation of technical documentation.
80% for high-readiness projects which, at the time of submitting the application for support:
- Have completed technical documentation, including a set of documents corresponding in content to at least a minimum composition construction design or a project concept; and
- Do not request support for the preparation of technical documentation.
Types of Financing
Bank loan with an ALTUM guarantee
ALTUM loan
Project implementation must not commence before the application for support has been submitted to ALTUM.
An enterprise may submit multiple applications under the programme, provided that the maximum capital rebate does not exceed EUR 9,000,000 per enterprise or EUR 12,000,000 per group of related enterprises.
Financing Terms
Loan or guarantee term: Up to 20 years
Eligible applicants: Small, medium-sized and large enterprises
Capital rebate: Partial repayment of the loan principal, up to EUR 9,000,000 per enterprise or EUR 12,000,000 per group of related enterprises.
Capital rebate of up to 50% of the principal amount of a bank loan or ALTUM loan:*
· Up to 50% of the loan principal for SMEs
· Up to 45% of the loan principal for large enterprises
· Subject to the maximum aid intensity applicable to the enterprise
ALTUM guarantee: Up to 80% of the bank loan**
ALTUM loan: Up to EUR 10,000,000.
* Support is provided in accordance with Commission Regulation (EU) No 651/2014 and Commission Regulation (EU) 2023/2831 on de minimis aid. The capital rebate may be lower depending on the applicable State aid rules and the size of the enterprise.
** In the case of guarantees::
· Support granted under Commission Regulation (EU) No 651/2014: A guarantee covering 20% to 80% of a bank loan used to finance eligible costs, with no maximum loan amount for micro, small and medium-sized enterprises and a maximum of EUR 25 million for large enterprises.
· De minimis aid (applicable only to technical documentation): A guarantee covering 20% to 80% of a bank loan used to finance eligible costs, with no maximum loan amount for SMEs and a maximum of EUR 2.25 million for large enterprises.
Eligible Investments
- Installation of new renewable energy or zero-emission energy generation sources and reconstruction of existing sources.
- Recovery of secondary energy resources.
- Thermal energy and cooling energy storage facilities.
- Renewable electricity generation and storage facilities.
- Reconstruction or construction of distribution and transmission systems.
- Installation of air purification equipment.
- Dismantling of technological equipment and demolition of buildings and structures.
ALTUM reserves the right to refuse support if an application does not comply with ALTUM’s credit policy or the requirements of the support programme. In such cases, support will not be granted and the capital rebate will not be available.
Eligible Projects
Support is available for projects that:
- Operate in eligible sectors in accordance with State aid regulations.
- Meet the project quality and evaluation criteria.
- Meet ALTUM’s creditworthiness assessment criteria.
- Meet ALTUM’s criteria for cooperation with clients.
