Biomethane production
Submission of applications is closed.
Programme is co-financed from the Cohesion Fund and beneficiaries have to comply with visibility requirements.
As the full amount of funding available under the programme has been reserved through submitted applications, the acceptance of new applications has been suspended.

All submitted applications for support have been ranked in accordance with the Application Submission Regulations, and applicants have been notified via the Mans.Altum system whether funding has been reserved for their projects or their applications have been placed on the waiting list.
The total funding available for the implementation of the programme from the European Regional Development Fund and the state budget is EUR 19.20 million.
The programme is implemented in accordance with Cabinet Regulation No. 21 of 7 January 2025, “Regulations Regarding the Implementation of Specific Objective 2.1.2 ‘Promoting Renewable Energy – Biomethane’ of the European Union Cohesion Policy Programme 2021–2027”.
Types of Financing
Bank loan with an ALTUM guarantee
ALTUM loan
Project implementation must not commence before the application for support has been submitted to ALTUM.
An enterprise may submit only one application for support under the programme.
Financing Terms
Eligible applicants: Small, medium-sized and large enterprises
Loan or guarantee term: Up to 20 years
ALTUM guarantee: Up to 80% of the bank loan*
ALTUM loan: Up to EUR 10,000,000
Capital rebate - partial repayment of the loan principal:
Maximum capital rebate of EUR 4,200,000:
· up to EUR 4,200,000 for the purchase and installation of biomethane production equipment and related infrastructure
· up to EUR 130,000 for the purchase of a biomethane transportation equipment set
On average, up to 50% of the principal amount of a bank loan or ALTUM loan, subject to the maximum aid intensity applicable to the enterprise:**
· up to 65% in Latvia's eastern border regions
• up to 50% in the rest of Latvia
* Guarantee coverage:
· Support granted under Commission Regulation (EU) No 651/2014: A guarantee covering 20% to 80% of a bank loan used to finance eligible costs, with no maximum loan amount for micro, small and medium-sized enterprises and a maximum of EUR 25 million for large enterprises.
· de minimis aid (applicable only to the purchase of a biomethane transportation equipment set): A guarantee covering 20% to 80% of a bank loan used to finance eligible costs, with no maximum loan amount for SMEs and a maximum of EUR 2.25 million for large enterprises.
** The capital rebate may be lower depending on the applicable State aid rules and the size of the enterprise.
Project Performance Indicators
at least 6.25 MWh of biomethane produced annually for every EUR 1,000 of capital rebate granted
at least 12,000 MWh of biomethane transported annually if a biomethane transportation equipment set is purchased
Eligible Projects
Support is available for projects that:
- Operate in eligible sectors in accordance with State aid regulations.
- Meet the project quality and evaluation criteria.
- Meet ALTUM’s creditworthiness assessment criteria.
- Meet ALTUM’s criteria for cooperation with clients.

- Purchase and installation of biomethane production equipment and related infrastructure
- Purchase of a biomethane transportation equipment set
